As part of its pledge to elevate and revitalize US development efforts, the Obama administration has promised to turn the United States Agency for International Development (USAID) into "the world’s premier development agency." But action has been slow to match rhetoric; it took nearly a year to install Rajiv Shah as USAID administrator.
