Value for Money: An Agenda for Global Health Funding Agencies

As international commitments become more ambitious and aid resources become increasingly constrained, global health funding agencies are seeking to improve the efficiency and impact of their investments. This growing “value for money” (VfM) agenda aims to reduce costs, increase impact per dollar spent and focus investments on the highest impact interventions among the most affected populations.
The Center for Global Development (CGD) is applying its working group approach to analyze evidence, pose questions and offer high impact recommendations to improve V4M in global health funding agencies. The focus is primarily on the Global Fund, although the working group’s recommendations will be of relevance to both bilateral and multilateral funders.
The working group convened in April 2012 and November 2012. Following these meetings, and a series of consultative meetings and other rounds of feedback, the working group identified several opportunities for improved efficiency—including performance-based funding, allocation between countries, and allocation between various health interventions—as the primary areas for recommendations. The final working group report is expected in July 2013.
Members and Composition:
The Value for Money working group is chaired by Amanda Glassman, director of Global Health Policy and research fellow at CGD. Members of the Working Group were invited to join in a personal capacity and on a voluntary basis, and include experts from the public health sectors in developing and developed countries, technical and funding agencies, advocacy organizations and academia.
