Implementation Challenges and Potential Opportunities

Implementation Challenges in El SalvadorEl Salvador faces several challenges and potential opportunities for effective implementation. This report focuses on three of these: country ownership, procurement, and management of expectations. The first is country ownership, where the balance between oversight, capacity building, and easing restrictions has proven to be a continual learning process for the MCC. The second is procurement – which proves that unglamorous topics can make or break a program. The last of the major challenges reviewed is the management of expectations, an area in which communications and consultations are vital components.
