"At some point, when you have a sufficiently large middle class -- that's the key to sustained good government," says Nancy Birdsall, president of the Center for Global Development, a research organization in ashington. "It's the middle class that demands a competitive system, property rights, the rule of law, an economic setting where they can compete, where they aren't fighting the insider privileges that are associated with developing economies."
