QuODA Health: Provide Your Input!

At CGD we have taken a cue from our previous work in Quality of Official Development Assistance (QuODA), and have come up with a methodology for a evaluating the quality of health aid. The main goal of this exercise is to generate a discussion about quantitative sector-level aid effectiveness measures, and increase the possibility for accountability from donor organizations (read Amanda and Denizhan’s blog about the pros and cons of the index here).We have completed our first draft, and offer our congratulations to our winner--the United Kingdom!  But we want to know more about what you think of our methods, indicators, and even the project in general. We greatly appreciate your comments regarding our methods, chosen indicators, and the project overall.AbstractHealth is one of the largest and most complex aid sectors: 16% of all aid went to the health sector in 2009. While many stress on the importance of health aid effectiveness, there is a lack of quantitative analysis on the quality of health aid. In this paper, we apply the Brookings Institute and the Center for Global Development’s Quality of Official Development Assistance (QuODA) methodology to rank donors across 23 indicators of aid effectiveness in health. We present our results, as well as our limitations, and call for more transparent and relevant aid data in the sector-level.
