You are cordially invited to a reception and reading celebrating the release of Todd Moss's new book The Governor's Solution: How Alaska's Oil Dividend Could Work in Iraq and Other Oil-Rich Countries.

Built around an excerpt from the unfinished manuscript of Governor Jay Hammond (1974-82) - the architect of Alaska's Permanent Fund Dividend - the book includes the governor's firsthand account of the birth of the dividend, which has been paid to each Alaskan resident every year since 1982. It also includes new analysis of Alaska's experiences and lessons for Iraq and other oil-rich countries - ideas that underpin Moss's "Oil-to-Cash" proposal for beating the resource curse through direct payment of citizen dividends.

Moss's work at the Center focuses on U.S.-Africa relations and policies that affect private investment, debt, and aid. Moss also teaches at Georgetown University and has previously served as U.S. Deputy Assistant Secretary of State for Africa. His previous books include African Development: Making Sense of the Issues and Actors and Adventure Capitalism: Globalization and the Political Economy of Stock Markets in Africa.
