Liberia set an ambitious goal of becoming a model of post-conflict recovery in the health sector. After first developing a National Health Plan and Basic Package of Health Services, the new government established a multi-donor pool fund to help finance the plan and invested in strengthening national systems to make it work. Gwenigale, Hughes and Glassman will assess the efficacy of pooled budget support as an aid instrument to build health systems post-conflict, as well as the potential and options for USAID and European Union involvement going forward. |
