Jocilyn Estes is assistant director of US Development Policy and a senior policy analyst at the Center for Global Development. She most recently served as chief of staff and senior policy advisor in USAID’s Office of the Chief Economist (OCE), an independent office tasked with improving the cost-effectiveness of USAID programming and providing macroeconomic analysis to inform agency policy.
Prior to joining OCE, Jocilyn advised USAID senior leadership, managing strategic and operational priorities spanning national security policy, humanitarian crisis response, and high-level foreign policy engagements, including the planning of diplomatic missions to over a dozen countries. Before entering government, Jocilyn contributed to analysis on US development policy and development finance as a policy and research associate at CGD. She holds a BA in Political Science and Philosophy, with a minor in Social Research and Public Policy, from New York University Abu Dhabi.
