Arvind Subramanian: In the first wave, there was a general sense that India had skipped the worst of the pandemic, but then the second wave, of course, was horrendous, and the world saw the gruesome pictures coming out of India. And that second wave actually galvanized a real mass effort within India to go and estimate the true scale of the tragedy, and that threw up more and more data. We put together different pieces of data that we were able to get from within India, from outside, some government-based data, some survey-based data. So we looked at it from three different points of view, and came up with these three different kinds of estimates.
