Delivering on the Doha Development Agenda: Is Agriculture the Key?

Is agriculture the answer to the Doha Development Agenda? The answer is both yes and no. Agriculture is the key to striking a bargain in the Doha Round because, after 50 years of trade negotiations focused on other goods, agricultural liberalization is what the rich countries have to contribute to the deal. But delivering on the development agenda is more complex. Ensuring that poorer countries benefit requires attention to the details of the negotiation, as well as financial and technical assistance to ensure they are able to take advantage of the opportunities offered by increased market access.
