The Final Cut: Smart Advocacy Reduces MCC Rescission to $58 million

The U.S. House of Representatives passed the latest version of the FY08 supplemental bill last week, reducing the Senate-proposed rescission of the Millennium Challenge Account (MCA) from $525 million to $58 million. CGD senior policy analyst Sheila Herrling says the "cut to the cut" is due to smart advocacy from outside groups, including CGD, who put pressure on the administration to support its own flagship aid program and helped line up congressional champions. Herrling reports that the Senate is set to pass the bill this week and hopes the efforts to defend the MCA translate into greater support for long-term development programs like the MCA in the next administration.
