GAO Spars with MCC on Vanuatu: He Said, She Said and What Should Have Been Said

nameLast month, a House Foreign Affairs Subcommittee held a hearing on a Government Accountability Office (GAO) report that alleged that the Millennium Challenge Corporation (MCC) overstated the projected impact of its $65.7 million compact with the small island nation of Vanuatu—in terms of per capita income, GDP growth and number of beneficiaries. The MCC disagreed. Members of our MCA Monitor team, Sheila Herrling and Sarah Rose, report on the resulting “he said, she said” debate between the GAO and MCC. They conclude that the MCC should make its country investment memos public to prevent future confusion about projected impact, and they argue for a stronger focus on implementation, saying that the true test of the MCC is the results at the end of a compact.
