Job Opportunity: HIV/AIDS Monitor Policy Analyst

CGD's HIV/AIDS Monitor contributes to improved donor policymaking by undertaking and disseminating comparative analyses of the three major sources of international funding for HIV/AIDS prevention, treatment and care: the Global Fund for AIDS, Tuberculosis & Malaria, the President's Emergency Plan for AIDS Relief and the World Bank’s Multi-Country HIV/AIDS Program for Africa. Through focused research and analysis at the global level and in three Sub-Saharan African countries, the HIV/AIDS Monitor examines the operations, procedures, and performance of these three initiatives in order to gain an understanding of which approaches are most successful in which contexts. Research questions examined include themes that are central to the global aid effectiveness agenda, and those that are more specific to HIV/AIDS responses and considerations.

Under direct supervision of the HIV/AIDS Monitor Director and in close collaboration with the Field Director and Program Coordinator, the policy analyst will contribute to and support all facets of the HIV/AIDS Monitor initiative.

Roles and Responsibilities:

  • Help manage and coordinate work plans for multiple research activities through constant and strategic communication with African research partners, consultants, donor officials and other stakeholders
  • Plan and execute outreach and dissemination strategies for HIV/AIDS Monitor research
  • Present findings of HIV/AIDS Monitor research at various meetings, events and conferences (may include some travel).
  • Perform complex duties requiring independent judgment and analysis related to data gathering, data analysis, and report writing/preparation
  • Review research submitted by African partners and external consultants and offer constructive feedback to help improve the final products
  • Build and maintain relationships with key partners, including donor officials, program implementers, Congressional staffers, and researchers.
  • Track policy developments in areas related to HIV/AIDS, including annual budget processes, Board meetings, and changes in institutional policy
  • Assist with the conceptualization and design of HIV/AIDS Monitor research questions
  • Collaborate with other CGD staff to draft policy briefs, newsletters, notes and report periodic findings
  • Help to organize meetings and public events related to HIV/AIDS Monitor, including a major conference in 2009 that will draw 100-200 attendees
  • Provide other research, writing and editing support for various reports and documents related to the initiative, including website content.
  • Perform other duties as assigned, including moderate administrative support.
  • Some travel may be required

Qualifications and Skills:

  • Masters degree in public health, economics, or another social science supplemented with at least two (2) years of relevant work experience and preferably more
  • Competence and experience conducting and interpreting both qualitative and quantitative research
  • Superb interpersonal, written and verbal communication skills, including comfort with giving public presentations to large audiences
  • Outstanding organization and time management skills, with an attention to detail and an ability to establish systems to manage constant flows of information
  • Excellent writing and editing skills, including comfort with writing about technical topics in a manner that is understandable to a non-technical audience
  • Proven ability to work closely with a small team of staff and to successfully manage multiple and changing priorities in a fast-paced, dynamic environment, while maintaining a positive and productive attitude and a good sense of humor
  • On the ground experience working in Sub-Saharan Africa
  • Familiarity with current issues and debates in global health, economic development, foreign aid, and related topics
  • Familiarity with current issues and debates within the developing country context, preferably Sub-Saharan Africa
  • Ability to interpret, apply and explain structure, policies and practices of at least one of the major HIV/AIDS funding mechanisms – PEPFAR, the Global Fund, or World Bank MAP - is strong preferred
  • Skilled in the use of Microsoft Office, specifically PowerPoint and Excel. Skills in the use of STATA and Access are desirable
  • Desire and ability to travel overseas.

Term

The HIV/AIDS Monitor initiative is expected to conclude in the late fall of 2009. The successful applicant is expected to serve until the conclusion of the initiative. Continued employment with CGD beyond the fall of 2009 is possible but not guaranteed, and will depend largely on CGD’s work program for 2010 and beyond.

Salary

High 30's, commensurate with experience.
