Nairobi Climate Conference: Adaptation Sidesteps Real Challenge

A new U.N. report released ahead of climate negotiations in Nairobi
describes the likely effects of global warming on Africa: dry rivers,
falling crop yields, and flooded coastal cities. But rather than
pushing for steep cuts in greenhouse gasses, the U.N. report focuses
on adaptation, such as planting trees and building levys. CGD director
of communications and policy Lawrence MacDonald argues that a recent
U.K. report strikes a better balance. Key finding: there is still
time to avoid the worst impacts of climate change, if we take strong
