What lawmakers are recognizing — that aid dollars cannot simply buy better relations with Pakistan — is something development experts have been trying to stress for years, particularly as relations with Islamabad have stagnated.
The gauge for success should be much more modest, Nancy Birdsall, the president of the Center for Global Development, wrote in a blog post last week, arguing that if U.S. “investment can nudge Pakistan slightly toward a more stable, prosperous path — and possibly avoid billions in military costs later — it will have earned the United States massive returns.”
In some ways, a commitment to follow through with some form of the aid promised may prove more significant than the impact of the aid dollars themselves.
