In CGD’s last blog post on the new strategy, we commended the US government for leading the charge for adolescent girls—by issuing the first-ever country strategy specifically focused on the demographic. But how do we make sure that this articulated commitment continues to get translated into concrete action? What can MCC specifically contribute? One opportunity may lie in MCC’s country scorecards.

The Case for Global Standardized Testing

Somewhere in a village in Nigeria, a young girl is sitting in school today, just like she does every day, packed onto a crowded wooden bench in a faded school uniform. She represents a victory in the global effort to get all children learning, and her presence will be recorded as progress in the global databases maintained by UNESCO and the World Bank. There's just one catch. She's not learning anything.

New Initiative in India Is Mobilizing Communities to Improve Children’s Learning, but Will It Work?

Every year, hundreds of thousands of volunteers in South Asia and East Africa walk many miles crossing rivers, mountains, deserts and farmlands to do something amazing: reach remote rural communities to assess whether children can read or do simple maths. Collectively known as Citizen-led Assessments (CLA), every year they show that most children are going to school but less than half of them can read or write at grade level. However, in spite of these universally damning reports, policy change to improve children’s learning has been painfully slow. So the NGO Pratham that started this movement is turning its army of volunteer data collectors into change agents to mobilize entire communities and raise awareness about the learning crisis across India.  

The RISE World Tour: What We’ve Been Reading on Education Systems (Education Links)

This periodic summary of what we’re reading from RISE (Research on Improving Systems of Education), CGD’s initiative on education reform in the developing world, is a little late as we’re in the middle of touring the world speaking to potential bidders for RISE Country Research Programs, in London, Dar es Salaam, Abuja, Delhi, Islamabad, and Jakarta.
