Why study aid effectiveness in Mozambique?

Mozambique is estimated to be in the top 10 worldwide in terms of HIV/AIDS prevalence. Prevalence rates appear to be rising and there is a sense of urgency to stem the spread of the disease before it reaches the astonishing proportions of Swaziland, Botswana, and South Africa.

Mozambique has quickly become a favorite recipient of the major donors, with the many international players accounting for approximately 50% of the national budget and well over half of the health budget. The large number of multi- and bi-lateral donors, and international NGOs that operate in the country use a wide variety of aid modalities, ranging from completely vertical to well integrated, and from bilateral to common pools of finding. The Government is now actively working to align donors with national strategy on HIV/AIDS and with the Government funding mechanisms, including the Sector Wide Approach (SWAp), making the country an interesting case study on country ownership.

Mozambique has two active World Bank grants that flow through the Ministry of Health and the National AIDS Commission: a 5-year, $55 million grant through MAP and a three-year, $20 million grant through the pilot Treatment Acceleration Programs (TAP). MAP money is now being disbursed as part of a SWAp. The Global Fund resources also flow to these two offices and resources also flow through the SWAp--a new model for Global Fund disbursements. The PEPFAR program, which allocated $228 million in FY2008, sends most of its resources to non-governmental organizations.

The firm has extensive experience in a wide variety of development areas, including: social, environmental and HIV/AIDS research. Austral-COWI recently served as the in-country partner for a six-country study on “Monitoring Civil Society Access to AIDS Funds”. Austral-COWI regularly works for and with the Ministry of Health, the National Aids Council, the Ministry of Planning and Development, US Agency for International Development, the World Bank and other agencies. Dirce Costa, one of Austral-COWI's senior researchers, serves as the Principal Investigator for the HIV/AIDS Monitor’s research in Mozambique.
