Malawi has become the first country to sign a Partnership Framework with the United States. Partnership Frameworks, conceived in the Reauthorization Act of 2008, serve as a 5-year joint strategic agreement between the United States Government and the PEPFAR host country government emphasizing a more sustainable strategy towards HIV/AIDS care, treatment and prevention through strenghtened country capacity, ownership, and leadership. While the first of its kind, the Framework signing is only the first step -- Malawi must now create the implementation plan, which outlines the necessary actions to achieve the goals, objectives and commitments laid out in the Framework. HIV/AIDS Monitor Director, Nandini Oomman, shares her thoughts on this landmark document in a new blog.
