Todd Moss testifies before the Senate Foreign Relations Subcommittee on African AffairsTodd Moss, CGD senior fellow and vice president for corporate affairs, told a Senate hearing that the United States should support Zimbabwe’s recovery without emboldening negative elements in the governing coalition—a reference to President Robert Mugabe and his followers. One idea: make Zimbabwe a focus country for PEPFAR and the President’s Malaria Initiative and channel money through contractors who can ensure that aid reaches the people who need it.
