Mark Lowcock, United Nations undersecretary-general for humanitarian affairs, wrote in a confidential note to the United Nations Security Council that “the scale of the food crisis Tigray faces today is a clear result of the conflict and behavior of the parties… [with] humanitarian operations… being attacked, obstructed or delayed in delivering lifesaving assistance.” On March 24th, Reuters reported that “some convoys have been attacked and looted, others have been unable to get permission, and… local authorities in the region of Afar arrested more than 70 drivers contracted to deliver aid for the United Nations.”
