David Bohigian has extensive experience in government, management, investment and international development. He manages Pluribus Ventures, a private equity firm with investments in affordable housing, online education, financial services, healthcare research and Veterans. He is also a Senior Fellow of the Milken Institute.
Bohigian led the Overseas Private Investment Corporation's transformation to the U.S. International Development Finance Corporation (DFC) – a new U.S. Government agency that is modernizing global development finance. During Bohigian’s tenure, OPIC had a $25B portfolio in more than 90 countries across project finance, private equity and political risk insurance, and Bohigian approved more than $5B in investments. He was instrumental in the bipartisan passage of the BUILD Act, as well as countering China's Belt and Road Initiative through the creation of the Blue Dot Network. He later served as a Commissioner of the White House Fellows Program.
Before OPIC, Bohigian served on the core management team of Bridgewater Associates, the world's largest hedge fund. There, he worked to transform the firm from a boutique to an intergenerational institution. Prior to Bridgewater, Mr. Bohigian founded E2 Capital Partners, which developed new financing models for energy efficiency projects.
Bohigian was also confirmed by the Senate as Assistant Secretary in the International Trade Administration during the George W. Bush Administration. In this role, he focused on enforcing trade agreements and eliminating barriers for U.S. companies; launched the Select USA program to attract foreign direct investment to America; and served on the Committee on Foreign Investment in the U.S. (CFIUS). Prior to this role, Bohigian led the Department's Policy Office as the lead economic and energy advisor to two Secretaries.
Bohigian started his career in venture capital, where he worked as Managing Director for Idealab. With Idealab, he helped lead the New York and London offices and was CEO of a major online retailer. He joined Idealab after they acquired the incubator he founded, Washington, DC-based VenCatalyst.
He earned his B.A. in Journalism from Washington & Lee University and his J.D. from Washington University School of Law in St. Louis. He is a member of the Eagle Scout Association, the Missouri Bar Association, the Council on Foreign Relations, and the Krach Institute for Tech Diplomacy, in addition to being active in other civic institutions.
