Anne Healy is the Chief Executive Officer of the Recoding America Fund, a new philanthropic effort to strengthen government capacity in America at federal and state levels. She brings to RAF a nearly 20-year career across the public, social, and private sectors building and scaling high-impact initiatives at the intersection of government capacity, rigorous evidence, and international development. As a career civil servant at USAID, Anne led some of the agency’s boldest efforts to improve its impact per dollar—including co-founding and leading the Agency’s first Office of the Chief Economist and previously leading its tiered innovation fund, Development Innovation Ventures (DIV)—cultivating bipartisan support in Congress and multiple administrations for this focus on outcomes. She has also been part of the global leadership teams at J-PAL and Evidence Action, served on the boards of IDinsight and Busara, been an advisor to senior leaders at the State Department, advised federal and state government clients at McKinsey & Company, and cut her teeth on randomized controlled trials in rural East Africa with Innovations for Poverty Action (IPA).
