Mukesh Chawla is a non-resident Fellow at the Center for Global Development with over three decades of experience advising governments across Africa, Asia, and Europe on systemic health sector reforms. During his distinguished tenure at the World Bank, he spearheaded global initiatives on health systems and pandemic preparedness, notably developing the Pandemic Emergency Financing Facility to mobilize private capital for disease outbreaks.
A leading expert on health security financing, Dr. Chawla co-authored the landmark publications From Panic and Neglect to Investing in Health Security and Money and Microbes, which established innovative frameworks for building public health capabilities in low- and middle-income countries. He currently advises the ASEAN Centre for Public Health Emergencies and Emerging Diseases (ACPHEED), collaborating with the governments of Indonesia and Thailand to strengthen regional surveillance and institutional frameworks.
His expertise encompasses the design of complex health innovations, the creation of sustainable business models for health systems, and the broader economics of sector reform. He holds a Ph.D. in Economics from Boston University.
