On July 14, 2008 the MCC signed a $480.94 million compact with Burkina Faso that focuses on rural land governance (land tenure and management), agricultural development to expand production and increase agricultural value and volume, and transportation (roads project). 

MCA Status

Burkina Faso's compact with the MCC entered-into-force on July 31, 2009. The compact aims to reduce poverty and stimulate economic growth through strategic investments in four projects. The projects will increase investment in land and rural productivity through improved land tenure security and land management; expand the productive use of land in order to increase the volume and value of agricultural production in Project zones; enhance access to markets through investments in road network; and increase primary school completion rates for girls.

In FY2005, Burkina Faso was deemed eligible for threshold program funding. Burkina Faso was the first country to receive funding under the threshold program, signing an agreement with MCC on July 22, 2005. The Burkina Faso threshold program was completed on September 30, 2008.  The program was designed to assist Burkina Faso in improving performance on policy areas measured by the Girls' Primary Education Completion indicator on MCC scorecards.  The $12.9 million threshold program focused on improving both quality of and access to education for girls in the ten lowest performing provinces in the country. An independent impact evaluation was undertaken on Burkina Faso's threshold program to assess its outcomes.

In the FY2011 selection process, Burkina Faso scored above the median on five of six Ruling Justly indicators, two of five Investing in People indicators, and four of six Economic Freedom indicators. Burkina Faso is a low income country (LIC).
