A new report says HIV/AIDS, poverty, and climate change are among the challenges the Obama administration is facing in Africa this year, Voice of America reports. "The administration's reluctance to fulfill its commitments on bold, measurable targets and timelines has already undercut the progress made on HIV/AIDS globally," write the authors of the Africa Action and Foreign Policy in Focus report. They call on the U.S. to address AIDS not just as a health issue, but also as a global equity issue, and contend that unequal access to medical care and treatment is fueling the pandemic.
