In advance of a donor meeting this week in The Hague, the Global Fund published a progress report that examines three resource scenarios – $13 billion, $17 billion and $20 billion - for the three-year replenishment period of 2011-13 and outlines the results that could be expected at each funding level. Each scenario would allow for continued funding to existing programs, but only the highest level would enable the Fund to accelerate its support for global health initiatives. The Fund projects service delivery for ARV therapy under the three scenarios to correspond to 20, 27 and 34 percent of the 2015 universal access target, compared to 11 percent for its 2009 results.
We are excited to announce the release of a new HIV/AIDS Monitor-commissioned report, Increasing Patient Access to Antiretrovirals: Recommended Actions for a More Efficient Global Supply Chain. Despite the recent and successful increase in financing for treatment for HIV/AIDS in developing countries, access remains limited in many parts of the world. The report argues one of the main causes is the lack of an effective and efficient antiretroviral supply chain. The report's single recommendation is to create an electronic marketplace for ARVs to assist stakeholders in overcoming key obstacles around manufacturing, forecasting and procuring ARVs.
