On September 16, 2009 the MCC signed a five-year, $540 million compact with Senegal.  The compact aims to reduce poverty and invest in economic growth by unlocking the country’s agricultural productivity and expanding access to markets and services through transportation infrastructure investments in major national roads and irrigation. 

MCA Status

Senegal's compact entered-into-force on September 23, 2010.  The compact is designed to reduce poverty and invest in economic growth by unlocking the country’s agricultural productivity and expanding access to markets and services.  This goal will be achieved through the rehabilitation of major national roads and strategic investments in irrigation and water resource management infrastructure.  The government of Senegal identified two national-level strategies – to reduce poverty in Senegal through economic growth and to increase the country’s food security that will be addressed in the compact. Senegal has been compact-eligible since the MCC's inception in FY2004.

By comparison, the focus areas of Senegal's Poverty Reduction Strategy Paper (PRSP) are wealth creation through sector-specific initiatives, capacity building and provision of basic social services, and improving the living conditions of vulnerable groups.

In the FY2011 selection process, Senegal scored above the median on all six Ruling Justly indicators, four of five Investing in People indicators, and four of six Economic Freedom indicators. Senegal is a low income country (LIC).
