This paper examines the Bush administration's proposed methodology for how countries qualify for the funding from the Millennium Challenge Account in detail, exploring the judgments required and examining some alternative methods. There is no clear right or wrong technique, since there are multiple ways to choose eligible countries that meet the very broad guidelines provided by the president. The author notes that the administration's proposal is a reasonable approach, but offers ways in which it could be improved.
