In 2022, the G20 released the Independent Review of Multilateral Development Banks’ (MDBs’) Capital Adequacy Frameworks (CAF) report. The panel of experts that authored the report carefully assessed existing MDB capital adequacy frameworks and offered clear, specific recommendations for using capital more efficiently. The recommendations detail how changes in capital adequacy frameworks can drive hundreds of billions of dollars in additional lending capacity over time from existing MDB capital, while maintaining strong MDB credit ratings. The report’s impact has been striking. The G20 endorsed its recommendations and the major MDBs are in the process of implementing them.  

Two years after the report’s publication, we have the opportunity for a retrospective: Why was it so successful? What impact has it had so far and what challenges lie ahead? What lessons can we learn for other efforts to reform the international system? This virtual event, featuring members of the CAF Expert Panel, will explore the report’s development, implementation, and takeaways for future MDB reform efforts.
