Adrian Gheorghe is a Policy Fellow in CGD's Global Health Policy program, working from the London office. He is an experienced health economist, having held leading senior roles in government, academia and development consulting. In his natal Romania, he served as President of the National Health Insurance House (2021) and as an advisor to the Minister of Health (2016). Before joining CGD he was Senior Health Economist at Imperial College London (2018-2023), where he led health economics-focused work programs in Research for Health in Conflict in MENA and STARMeds projects, and developed the health financing module in the online Master of Public Health course; previously, he was Research Fellow at the London School of Hygiene & Tropical Medicine (2013-2015), where he contributed to the Lancet Commission on the Future of Health in Sub-Saharan Africa. In the past 15 years, he has also worked as a senior advisor to national governments and international organizations on priority-setting (including health technology assessment), health financing policies (such as health insurance reform, fiscal space for health), health service costing, and measuring the cost-effectiveness of public health interventions. Adrian published extensively on the use of economic evidence for making better resource allocation decisions in the health sector, particularly in resource-constrained settings, and the economics of chronic conditions. He has worked in more than 20 countries across Europe, Africa, Asia and Oceania. He is Visiting Senior Research Fellow at King's College London.
