David Andrews is a non-resident fellow at CGD whose work since the onset of the pandemic has focused on avenues to strengthen IMF lending for LICs and, relatedly, how SDRs can be recycled from advanced economies to enhance support for LICs from the IMF and MDBs. Prior to this he had a 30-year career at the IMF, most recently serving as Deputy Director in the Finance Department. His various operational and policy-related roles IMF were focused on support for LICs. In the Policy Development and Review Department he also worked on enhancing the HIPC debt relief initiative to provide fiscal space for LICs. In the African Department, he led country teams to multiple countries, and in the Finance Department his areas of oversight included the IMF’s Poverty Reduction and Growth Facility, which supports LICs. Earlier in his career he worked for LMC Commodities Studies and was an Overseas Development Institute Fellow at the Monetary Authority of Belize. He studied at Oxford University for his undergraduate and M.Phil degrees.
