Megan McGuire is a policy fellow on the US Development Policy team at the Center for Global Development, where she focuses on improving the cost-effectiveness of US foreign assistance.
Megan has experience in development innovation, cost effectiveness, evaluation and learning, and programming. Prior to joining the Center for Global Development, she worked as the director of the Office of the Faculty Director at the Development Innovation Lab at the University of Chicago. Megan previously served as a senior advisor in USAID’s Office of the Chief Economist, supporting the office’s efforts to improve the cost-effectiveness of USAID programming and strengthen the use of impact evaluations to generate evidence and guide future policies. She has held leadership roles on USAID’s COVID-19 response and on resilience and post-conflict recovery programs in Iraq and Bosnia. Megan began her career managing randomized controlled trials with Innovations for Poverty Action in the Philippines
