Modernizing US Development Finance

Overview

CGD was the first place I went after I was named executive vice president of OPIC. I’ve read everything.”
— David Bohigian, Executive Vice President, Overseas Private Investment Corporation

Todd Moss and Ben Leo have been arguing for years that the US needs a modern, full-service, and self-sustaining agency to promote market solutions to reducing poverty. Their proposal to turn OPIC into a bigger and more flexible US development finance institution received widespread support. With backing from the administration, a bipartisan bill creating the new institution passed in October 2018, making this CGD proposal a reality.
