Health Benefits Packages (HBPs) can help advance universal health coverage, but only if people effectively receive the services included in HBPs with adequate quality and financial protection. If HBPs remain predominantly on paper, they do not deliver their promise to the population. Less attention has been paid in the broader health priority-setting space to monitoring whether, how, and why HBPs deliver—or not—in the real world. This gap matters because it may leave policymakers in the dark: are HBPs delivering as intended? If not, why, and what corrective actions can be taken?
This event brings together technical and policy insights into monitoring HBPs in the real world. It will introduce a new conceptual framework and a maturity assessment tool for monitoring HBPs developed by CGD, and piloted and launched earlier this year. The discussion will cover a range of perspectives on the opportunities and challenges relevant for countries looking to strengthen the impact of their HBPs.
