"You don't see many reports of projects that fail," says Ruth Levine, director of programs at the Center for Global Development, a Washington think tank studying how government policies affect poverty. "There's a huge publication bias. But it's very hard to learn what works if you are only exposed to a nonrandom subset of things that work."
