Analysis of High-Impact, Cost-Effective Programs Affected by USAID Cuts
About the Project
Given the scale of recent cuts to USAID, it can be difficult for private donors to know how to fill the most urgent gaps. Hosted by CGD, PRO is an independent initiative using rigorous analysis, deep expertise, and robust networks to identify highly cost-effective funding opportunities across USAID's cancelled or paused grants.

With the termination of USAID-funded work, thousands of life-saving aid programs have lost tens of billions of dollars in funding. PRO is a time-limited, independent initiative hosted by CGD to identify and share a living database of high-impact, cost-effective, and mid-implementation aid projects. Drawing on publicly available information, the database and approach are public goods which donors can use to inform their funding decisions.

Led by economists and cost-effectiveness experts with experience at leading humanitarian and development organizations, PRO identifies lists of critical funding opportunities. By asking targeted questions of top experts in the fields of health and humanitarian foreign aid, PRO’s transparent assessment is intended to help donors quickly and confidently make decisions.
