Despite a growing number of disasters and emergencies around the world, and continued global generosity, international humanitarian appeals are often underfunded, and funds raised are allocated inefficiently and in an uncoordinated way. CGD examines the global system of emergency response and suggests improvements to get the right help to vulnerable people in a timely, cost-effective way.
