Research underpins progress across global development, and beyond, by driving innovation and through better evidence-informed decision-making. Yet, the current research publishing system—dominated by a handful of large for-profit publishers—fails to disseminate the findings of research to all who need them and locks out researchers without the means to publish. Governments, researchers, and civil society organisations, particularly in low- and middle-income countries, cannot always access the latest evidence and researchers cannot publish their work in appropriate spaces. What’s more, a closed research publication system separates the research sector from the general public, undermining public trust in research and creating space for misinformation.
CGD analysts argue for more effective international leadership through science diplomacy. They argue it is essential to challenge the commonly held perception that research publishing is a niche concern for researchers by better understanding and articulating the value of research publishing reform. They also identify science diplomacy entry points and strategies for more effective governance of these global digital platforms.
