Alysha Gardner was a research associate working with Scott Morris, supporting his work on development finance research. Before joining CGD, Gardner worked as an economist at the Utah State Legislature’s Office of the Legislative Fiscal Analyst, where she analyzed the fiscal impacts of proposed bills and tax policy initiatives, supported the work of legislative appropriations committees, and acted as the fiscal specialist for state welfare programs and homeless services. She previously worked as a research associate at the Sorenson Impact Center, where she worked on a feasibility study to finance sanitation infrastructure projects in India, analyzing innovative funding structures such as development impact bonds, advanced market commitments, and the GAVI-IFFIm finance facility model. Gardner holds a BA in international relations, emphasis in political economy, from Brigham Young University.
