Health Benefits Package Monitoring Maturity Assessment Tool (HBPM MAT): Operational Manual and Case Studies in Argentina and Chile

This paper builds on and complements the policy paper “Health Benefits Package Monitoring: A Global Public Good,” which makes the case for the robust monitoring of HBPs and introduces a conceptual framework based on eight foundational principles and three pillars—indicators, institutions and health information systems. It introduces a health benefits package monitoring maturity assessment tool (HBPM MAT) comprising 13 statements, with each statement broken down into key attributes defined through concrete and observable characteristics; the pattern of answers is then used to classify HBPM systems into one of three maturity levels—Emerging, Established and Advanced. The paper also demonstrates the application of the tool through two detailed case studies in Argentina (Programa Sumar) and Chile (Guarantias Explicitas de Salud). HBPM MAT is intended as a strategic insight tool that can help countries identify the strengths and weaknesses in their HBPM systems and take appropriate action to strengthen them and bring the promise of the HBPs closer to reality.
